Abstract
—Road infrastructure is a fundamental pillar of regional economic growth, yet rapid urbanization in Malang Regency has led to significant congestion, reducing vehicle speeds and efficiency. This study aims to estimate travel times across four critical corridors—H.M. Sunan, Kawi, Sultan Agung, and Talangagung—and identify strategic alternative routes to redistribute traffic loads. Using a Level of Service (LoS) approach integrated with road-length analysis, this research evaluates traffic performance against Indonesian transportation standards. The findings reveal substantial temporal variations, with peak travel times averaging 4.14 minutes during the morning period (06:00–07:00), significantly higher than the evening minimum of 2.20 minutes. The most severe congestion was identified on Talangagung Road, reaching LoS F with a degree of saturation (DS) of 1.19, driven by high through-traffic and educational land-use attractions. To mitigate these bottlenecks, Jatirejoyoso Village is proposed as a strategic location for an alternative route, given its low accessibility index (154.06). Although the proposed 6.44 km route is longer, it offers vital network redundancy and improved travel reliability by bypassing critical congestion points. These results provide a data-driven foundation for local authorities to prioritize infrastructure projects and enhance sustainable transportation planning in Malang Regency. The methodology employed in this study provides a pragmatic, actionable framework for tactical decision-making by local governments. By translating standardized travel time estimates into specific infrastructure recommendations, this research enables more effective prioritization of transportation projects and aids in the development of a more sustainable and resilient urban transportation system in Malang Regency.
