Abstract

This study aims to analyze the role of citizenship behavior moderation in improving organizational performance (OP) through organizational commitment (OC). This is an explanatory type research, involving use of a positivist paradigm with a quantitative approach. The research sample consisted of 230 ASN (Aparatur Sipil Negara, Government employees with employment contracts who work for the state). They serve the public and as a unifying force for the nation in carrying out government and development tasks, and non-ASN employees, who were asked to respond to a structured questionnaire. Data were analyzed using the structural equation modeling (SEM) method. The results of the study indicated that the application of transformational leadership (TL) strengthens OP. The application of interpersonal communication (IC) does not have a significant effect on OP; however, direct IC can increase OC. Strong support from transformational leaders, combined with direct IC, can improve OP. Empirical data from the study strongly support the hypothesis that organizational citizenship behavior (OCB) acts as a moderator, strengthening the influence of TL on OP. The application of TL in the General Directorate of Regional Development of the Ministry of Home Affairs can improve OP; this is realized by increasing OP that is enhanced by OC, which motivates each employee to achieve OP.
