N2 - This study presents a systematic literature review (SLR) on government policies related to social media, focusing on regulatory challenges and their implications for government and society's digital resilience. Employing the PRISMA methodology, data was retrieved from the Scopus database, where an initial search yielded 189 articles. Upon applying inclusion and exclusion criteria, 15 articles published between 2011 and 2025 were retained and subjected to bibliometric and thematic analysis. This study addresses three research questions (RQ1-RQ3) to map the evolution of policy discourse. The findings reveal a sustained academic interest in the nexus between cybersecurity and public policy, particularly concerning disinformation, ideological extremism, and privacy in the digital realm. Key challenges identified include balancing civil liberties with national security, aligning legal frameworks with rapid technological advancements, and ensuring effective cross-sector collaboration. This study contributes to the digital governance literature by outlining the trajectory of past research and offering insights into the future direction of social media policymaking.
