Abstract
This research investigates the practical constraints of Indonesian municipalities in conducting an urban land use assessment under the land use and spatial planning system. Since this assessment is featured by agents, setting, problem, information, and time as shown by Forester, these elements are considered to be the constraints of the practical assessment. The purpose of this paper is to: 1) identify the real constraints regarding the elements of the practical assessment, 2) identify the practical influence-affection relation among the elements, and 3) identify the most influential element as the most crucial constraint. To this end, a questionnaire and an interview survey were conducted with municipal officers and academic experts in land use. DEMATEL analysis was employed to identify the influence-affection relation among the practical elements. Several conclusions were drawn: 1) 'Agent', 'Setting', 'Problem', and 'Information' are the real constraints of the practical assessment; 2) the 'Agent' and the 'Setting' are two influencing elements to 'Problem', 'Information', where 'Agent' is the most influencing than 'Setting'; 3) 'Agent' plays the most crucial constraint of the practical assessment, which is related to the limitation of the officers' and the experts' roles in the practical assessment; 4) members' expertise should be improved under the law and the expertise consideration for the practical assessment should be required by law; and 5) sufficient access to the final decision must be improved by strengthening the institutional position of the assessment session while the partnership between the assessment session and the municipal controlling institution should be strengthened as well. Additional publications are crucial for generating better public understanding of the practical assessments.
