Abstract

This study aim was to understand the dynamics of society complaint behavior on public services through Ombudsman of Republic Indonesia (ORI). Examination was begun with a survey through an online questionnaire using Google-form. The targets of questionnaires were societies registered in complainant's database in Ombudsman headquarters and offices in other provinces. There were 104 responses to the online questionnaire for period 24 October to 25 November 2015. Furthermore, there are 99 completes answer that they were listed in ORI database. The data is analyzed by statistical analysis of Partial Least Square (PLS). The research results prove that exogenous variables of individual cultural, success opportunities of complaint and attitude towards complaints directly have significant effect on society complaint intention. society complaint intention also has significant effect on Society complaint behavior. However, perceived complaints value does not have significant effect on society complaint intention.
