Disaster risk reduction to municipal spatial plan: A case study of mudflow disaster in Sidoarjo, Indonesia

Abstract

Many major disasters have occurred in the past ten years in Indonesia, so the central government amended Spatial Planning Law Number 24, Year 1992 to Spatial Planning Law Number 26, Year 2007 to require local governments to revise their municipal spatial plan within three years. However, problems remain on how local governments should manage their risks in these plans. Sidoarjo Regency, where a mudflow disaster occurred in 2006, revised its municipal spatial plan to reduce future mudflow risk. This paper evaluates the role of the law in disaster risk reduction by analyzing the Sidoarjo Regency case from the viewpoint of reducing risk for mudflow disaster. A field survey and document analysis reveals that 1) the Sidoarjo Regency responded to disaster risk reduction for mudflow in its spatial structure plan and spatial pattern plan to meet the provisions of the law on disaster risk reduction, and 2) reflected the victims' preferences of housing resettlement in the municipal spatial plan. It is required to enhance the disaster risk reduction in the control of spatial utilization.
